Narrative:

We were on approach into cha, tn. We were at the approximately position of 3000-4000 ft somewhere outside of the marker for ILS to runway 20 at cha, and we had just switched to tower from approach. On initial contact with tower, we received our landing clearance. Verified by my turning on the taxi light. After landing my first officer also a captain in the airplane tried to call tower for the frequency change to ground she tried 3 separate times then switched to ground and tried there, which did not initially contact anybody. The response we received sounded to us like tower had not actually issued us a landing clearance. Once out of the airplane, we called the tower on the telephone and asked for clarification. The person we talked to said that there was a shift change going on and some miscom/confusion was keeping them busy. What all that was involved, I was not informed.

Title: AFTER RECEIVING A LNDG CLRNC AND LNDG, THE CREW WAS INITIALLY UNABLE TO CONTACT THE TWR FOR CLRNC TO GO TO GND FREQ.

Narrative: WE WERE ON APCH INTO CHA, TN. WE WERE AT THE APPROX POS OF 3000-4000 FT SOMEWHERE OUTSIDE OF THE MARKER FOR ILS TO RWY 20 AT CHA, AND WE HAD JUST SWITCHED TO TWR FROM APCH. ON INITIAL CONTACT WITH TWR, WE RECEIVED OUR LNDG CLRNC. VERIFIED BY MY TURNING ON THE TAXI LIGHT. AFTER LNDG MY FO ALSO A CAPT IN THE AIRPLANE TRIED TO CALL TWR FOR THE FREQ CHANGE TO GND SHE TRIED 3 SEPARATE TIMES THEN SWITCHED TO GND AND TRIED THERE, WHICH DID NOT INITIALLY CONTACT ANYBODY. THE RESPONSE WE RECEIVED SOUNDED TO US LIKE TWR HAD NOT ACTUALLY ISSUED US A LNDG CLRNC. ONCE OUT OF THE AIRPLANE, WE CALLED THE TWR ON THE TELEPHONE AND ASKED FOR CLARIFICATION. THE PERSON WE TALKED TO SAID THAT THERE WAS A SHIFT CHANGE GOING ON AND SOME MISCOM/CONFUSION WAS KEEPING THEM BUSY. WHAT ALL THAT WAS INVOLVED, I WAS NOT INFORMED.
