Narrative:
During an inbound push to pit, aircraft #1 was given a crossing clearance of 10000 ft, aircraft #2 was eastbound at FL190. When I noticed the possible confliction, I attempted to stop aircraft #1 from descending since he was still level at FL200. His first response was 'we have started down,' and I attempted to have him stop and climb back up to FL200 with a PIREP of level.

Title: ZOB CTLR CLRED AN ARRIVING B757 THROUGH THE OCCUPIED ALT OF AN MU2 AT CRUISE ALT RESULTING IN A LOSS OF SEPARATION.
Narrative: DURING AN INBOUND PUSH TO PIT, ACFT #1 WAS GIVEN A XING CLRNC OF 10000 FT, ACFT #2 WAS EBOUND AT FL190. WHEN I NOTICED THE POSSIBLE CONFLICTION, I ATTEMPTED TO STOP ACFT #1 FROM DSNDING SINCE HE WAS STILL LEVEL AT FL200. HIS FIRST RESPONSE WAS 'WE HAVE STARTED DOWN,' AND I ATTEMPTED TO HAVE HIM STOP AND CLB BACK UP TO FL200 WITH A PIREP OF LEVEL.
