Narrative:
During final segment of ILS runway 27 approach to tlh with clearance to circle to runway 18, near approach end of runway 27 and prior to start of circling, maneuvered to northeast for runway 18, I broke out of overcast and saw citation excel in left turn to final for runway 27, _____-1000 ft at my 11 O'clock position. I was on the localizer 1/2-1 mi from end of runway 27. I immediately began right turn at circling MDA to avoid citation on final for runway 27. I completed circle to runway 18 and landed. I was directed to turn to 360 degrees and climb to 2000 ft at the time I began the turn for circling maneuver. Apparently ATC had cleared citation for approach/landing on same runway at same time as me. I presume the citation was either VFR or on the visual approach. Controller must have lost track of my position relative to the citation. Controller sounded new and inexperienced. Airport was very busy with some aircraft shooting instrument approachs, some on visual. Controller needed oversight/observation. Very close call.

Narrative: DURING FINAL SEGMENT OF ILS RWY 27 APCH TO TLH WITH CLRNC TO CIRCLE TO RWY 18, NEAR APCH END OF RWY 27 AND PRIOR TO START OF CIRCLING, MANEUVERED TO NE FOR RWY 18, I BROKE OUT OF OVCST AND SAW CITATION EXCEL IN L TURN TO FINAL FOR RWY 27, _____-1000 FT AT MY 11 O'CLOCK POS. I WAS ON THE LOC 1/2-1 MI FROM END OF RWY 27. I IMMEDIATELY BEGAN R TURN AT CIRCLING MDA TO AVOID CITATION ON FINAL FOR RWY 27. I COMPLETED CIRCLE TO RWY 18 AND LANDED.
