Narrative:
Assigned runway X at ZZZ (accupark on). Mechanic used emergency stop button for non emergency stop (thought we had passed stop line, but no danger of collision per mechanic). Tried to explain danger to passenger who gets up early, from maximum effort stop. He was adamant that he was following procedure and has a right to use an emergency stop for any type of stop. ZZZ manager stated mechanic was right, couldn't imagine there would be any danger from this procedure. I suggested 'off' switch for normal stop. He doubted air carrier crews being capable of following that. Repeated policy would stay the same. Suggest possibly eliminating accupark at ZZZ pending resolution. We are going to hurt someone if we continue with this procedure. Recommend either ZZZ gets into compliance with air carrier or note on airport briefing sheet stating that emergency stop at ZZZ is normal stop, not maximum effort. We need to shut down accupark until this is resolved.

Title: A B777-200 CAPT RPTS TECHNICIANS AT ZZZ DURING ACCUPARK OP ARE USING THE EMER STOP LIGHT FOR A NORMAL STOP SIGNAL.
Narrative: ASSIGNED RWY X AT ZZZ (ACCUPARK ON). MECH USED EMER STOP BUTTON FOR NON EMER STOP (THOUGHT WE HAD PASSED STOP LINE, BUT NO DANGER OF COLLISION PER MECH). TRIED TO EXPLAIN DANGER TO PAX WHO GETS UP EARLY, FROM MAX EFFORT STOP. HE WAS ADAMANT THAT HE WAS FOLLOWING PROC AND HAS A RIGHT TO USE AN EMER STOP FOR ANY TYPE OF STOP. ZZZ MGR STATED MECH WAS RIGHT, COULDN'T IMAGINE THERE WOULD BE ANY DANGER FROM THIS PROC. I SUGGESTED 'OFF' SWITCH FOR NORMAL STOP. HE DOUBTED ACR CREWS BEING CAPABLE OF FOLLOWING THAT. REPEATED POLICY WOULD STAY THE SAME. SUGGEST POSSIBLY ELIMINATING ACCUPARK AT ZZZ PENDING RESOLUTION. WE ARE GOING TO HURT SOMEONE IF WE CONTINUE WITH THIS PROC. RECOMMEND EITHER ZZZ GETS INTO COMPLIANCE WITH ACR OR NOTE ON ARPT BRIEFING SHEET STATING THAT EMER STOP AT ZZZ IS NORMAL STOP, NOT MAX EFFORT. WE NEED TO SHUT DOWN ACCUPARK UNTIL THIS IS RESOLVED.
