Narrative:
We were cleared for the visual approach into lanai. On the approach, we encountered windshear and did a go around. We stayed in the traffic pattern to try another approach. On second approach, we did another go around and contacted center for clearance back to hnl. Told center we did a missed approach. Center said there was no missed approach on a visual approach. I then said we were unable to land due to encountering windshear. I should have said we did a go around and were unable to land so we need a clearance back to hnl. Also, center said we should have notified them of the first missed approach but I felt that since we were on a visual approach and stayed in the traffic pattern for the second approach, I did not have to notify center until we wre on the ground or departing airport area.

Title: A B717 CREW, ATTEMPTING TO LAND AT PHNY, HAWAII, EXECUTED 2 SEPARATE GARS AFTER 2 UNSUCCESSFUL APCHS DUE TO WINDSHEAR.
Narrative: WE WERE CLRED FOR THE VISUAL APCH INTO LANAI. ON THE APCH, WE ENCOUNTERED WINDSHEAR AND DID A GAR. WE STAYED IN THE TFC PATTERN TO TRY ANOTHER APCH. ON SECOND APCH, WE DID ANOTHER GAR AND CONTACTED CTR FOR CLRNC BACK TO HNL. TOLD CTR WE DID A MISSED APCH. CTR SAID THERE WAS NO MISSED APCH ON A VISUAL APCH. I THEN SAID WE WERE UNABLE TO LAND DUE TO ENCOUNTERING WINDSHEAR. I SHOULD HAVE SAID WE DID A GAR AND WERE UNABLE TO LAND SO WE NEED A CLRNC BACK TO HNL. ALSO, CTR SAID WE SHOULD HAVE NOTIFIED THEM OF THE FIRST MISSED APCH BUT I FELT THAT SINCE WE WERE ON A VISUAL APCH AND STAYED IN THE TFC PATTERN FOR THE SECOND APCH, I DID NOT HAVE TO NOTIFY CTR UNTIL WE WRE ON THE GND OR DEPARTING ARPT AREA.
