Narrative:

We were on an IFR flight plan descending into bzn. We were level at 12000 ft MSL. ZLC cleared us for an ILS runway 12 approach. I asked the first officer to request a contact approach, since we could be able to pick up the airport once we started our descent. The winds were favoring the visual approach to runway 30. Before he asked center for the contact approach, we were switched over to bozeman tower. The first officer then requested a contact approach. The tower seemed puzzled of our request, but didn't deny it. So we descended in VMC and picked up runway 30 and landed. I wondered later if an ATC tower could issue a contact approach.
