Narrative:

Conducting part 91 flight training for local public high school system with student, practicing power off (approach to landing) stalls, airplane stalled and when recovery attempted, ie, full power applied, engine quit. I (CFI) took over control of aircraft and performed emergency engine out checklist, to no avail. After second attempt to restart was unsuccessful, called roa approach control and declared a mayday, squawked 7700. Now at 2500 ft MSL (1300 ft AGL) heading for a grass field, tried procedures not included in engine out/restart checklist: pumped throttle and engine fired/restarted. Proceeded to roa while gaining as much altitude as possible, spiraled down and landed without incident. ATC (roa approach) provided assistance and suggestions during emergency, provided priority handling over other aircraft including clearance to land any runway. Aircraft subsequently inspected by maintenance found limited amount of debris/water in carburetor bowl, but best explanation of problem was due to vapor lock in mechanical fuel pump with electric fuel boost pump on. Aircraft returned to service. I have advised other CFI's at the school of the problem and subsequent unsuccessful and successful restart procedures for their future use if necessary.
