Narrative:
After landing kpit runway 28R, tower asked if we could make the next taxiway (I believe B5). It was more than a 90 degree left turn onto it. At that time, tower cleared an aircraft for takeoff, then stated 'no, wait, he's not clear of the runway yet.' as I rounded the corner a dornier 328 traveling eastbound on taxiway B for takeoff, pulled right in front of taxiway B5, and thinking we were trying to exit B5, like the worst drivers on the road, inexplicably stopped in front of B5 preventing us from exiting runway 28R. Tower cleared aircraft on runway 28R for takeoff and began talking to another aircraft on final. Unable to speak on tower frequency. I tried to pull as far off the runway as possible. Being unable to speak to tower, we switched to ground. When we got on ground, that frequency was also blocked by the dornier pilot clucking to the ground controller, 'well looks like this guy isn't paying any attention today.' followed by the ground controller saying, 'yeah, well what can you do?' as the aircraft taking off passed over head without us being fully clear of the runway. I was furious and refused to comment to the unprofessional behavior of the dornier crew and ground controller once they finally stopped blocking the frequency with chatter. I have flown into busy airports all over the country and am convinced pit controller (approach, tower, ground) need closer supervision and pilot's need to be extra alert dealing with pit controllers is part of every briefing with my crews. It gets so bad that other flight crews have complained openly on the frequency. Callback conversation with reporter revealed the following information: reporter questions controller capability to ensure a 'safe operation'. Company has been unable to obtain any qualitative response from the 'tower.' reporter alleges frequent 'uncontrolled' sits while taxiing to or from the terminal and the runway. Reporter alleges that it is not uncommon to hear ground control responding to a pilot complaint to 'take it up with someone else.

FOLLOWED BY THE GND CTLR SAYING, 'YEAH, WELL WHAT CAN YOU DO?' AS THE ACFT TAKING OFF PASSED OVER HEAD WITHOUT US BEING FULLY CLR OF THE RWY. I WAS FURIOUS AND REFUSED TO COMMENT TO THE UNPROFESSIONAL BEHAVIOR OF THE DORNIER CREW AND GND CTLR ONCE THEY FINALLY STOPPED BLOCKING THE FREQ WITH CHATTER. I HAVE FLOWN INTO BUSY ARPTS ALL OVER THE COUNTRY AND AM CONVINCED PIT CTLR (APCH, TWR, GND) NEED CLOSER SUPERVISION AND PLT'S NEED TO BE EXTRA ALERT DEALING WITH PIT CTLRS IS PART OF EVERY BRIEFING WITH MY CREWS. IT GETS SO BAD THAT OTHER FLT CREWS HAVE COMPLAINED OPENLY ON THE FREQ. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR QUESTIONS CTLR CAPABILITY TO ENSURE A 'SAFE OP'. COMPANY HAS BEEN UNABLE TO OBTAIN ANY QUALITATIVE RESPONSE FROM THE 'TWR.' RPTR ALLEGES FREQUENT 'UNCTLED' SITS WHILE TAXIING TO OR FROM THE TERMINAL AND THE RWY. RPTR ALLEGES THAT IT IS NOT UNCOMMON TO HEAR GC RESPONDING TO A PLT COMPLAINT TO 'TAKE IT UP WITH SOMEONE ELSE.
