Narrative:
During the evening of feb/fri/02, myself and 2 co-workers were doing a scheduled check on a company B757. Other work for this aircraft included a priority discrepancy and 2 inbound logbook write-ups. While I was outside assisting in the walkaround, personnel were removing the 700+ pounds worth of fly-away kit from the aft cargo. During the update and signoff of work performed in the logbook, a shift change was occurring and a third party on the day shift told us a signoff of a fly-away kit is made only when it's installed, not removed. This miscom of who is responsible for signing this work, or whether an entry should be made in the logbook resulted in that aircraft being given an airworthiness release later that morning with an open write-up. That aircraft left ZZZ and was later grounded in ZZZ1 by the flight crew because the aircraft didn't 'fly right.' it was nose heavy.

Title: A B757-200 WAS DISPATCHED IN NON COMPLIANCE WITH INACCURATE WT AND BAL FIGURES RESULTING IN THE ACFT FLYING NOSE HVY.
Narrative: DURING THE EVENING OF FEB/FRI/02, MYSELF AND 2 CO-WORKERS WERE DOING A SCHEDULED CHK ON A COMPANY B757. OTHER WORK FOR THIS ACFT INCLUDED A PRIORITY DISCREPANCY AND 2 INBOUND LOGBOOK WRITE-UPS. WHILE I WAS OUTSIDE ASSISTING IN THE WALKAROUND, PERSONNEL WERE REMOVING THE 700+ LBS WORTH OF FLY-AWAY KIT FROM THE AFT CARGO. DURING THE UPDATE AND SIGNOFF OF WORK PERFORMED IN THE LOGBOOK, A SHIFT CHANGE WAS OCCURRING AND A THIRD PARTY ON THE DAY SHIFT TOLD US A SIGNOFF OF A FLY-AWAY KIT IS MADE ONLY WHEN IT'S INSTALLED, NOT REMOVED. THIS MISCOM OF WHO IS RESPONSIBLE FOR SIGNING THIS WORK, OR WHETHER AN ENTRY SHOULD BE MADE IN THE LOGBOOK RESULTED IN THAT ACFT BEING GIVEN AN AIRWORTHINESS RELEASE LATER THAT MORNING WITH AN OPEN WRITE-UP. THAT ACFT LEFT ZZZ AND WAS LATER GNDED IN ZZZ1 BY THE FLC BECAUSE THE ACFT DIDN'T 'FLY RIGHT.' IT WAS NOSE HVY.
