Narrative:
Obtained clearance (IFR) kpbi-kdet and started engines on ramp. Called ground control for taxi, 'departure runway 09L, hold short of runway on taxiway juliet.' then received clearance to cross runway 09L and taxi to departure end on taxiway 'charlie.' after arriving at departure end of runway 09L we switched to tower frequency 119.1. Our performance numbers for takeoff were V1-103KTS V2-115KTS with a balance field length of 3200 ft. After kpbi tower cleared us into position on runway 09L we turned on our landing lights along with our taxi light. Cleared to takeoff we advanced power for takeoff, the co-pilot called V1 and just at that time I noticed an aircraft starting to cross runway 09L at taxiway 'foxtrot' (looked like a lear jet) (taxiway foxtrot is approximately 4350 ft? From departure end of 09L). I rotated and crossed foxtrot at 200-250 ft estimated. At the same time someone called clear on the tower frequency. I glanced left and saw the aircraft had cleared the runway. Corrective action suggestions. 1) we always takeoff with all lights on. Crossing aircraft should visually check for landing or departing aircraft before crossing. 2) coordination between ground control and tower improve. Callback conversation with reporter revealed the following information: captain had no further contact with ATC. He did not report this as a 'near miss.' the pilot has heard nothing from the FAA nor has he talked to anyone about the incident.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: CAPT HAD NO FURTHER CONTACT WITH ATC. HE DID NOT RPT THIS AS A 'NEAR MISS.' THE PLT HAS HEARD NOTHING FROM THE FAA NOR HAS HE TALKED TO ANYONE ABOUT THE INCIDENT.
