Narrative:

This approach controller used the technique whereby you say something on the radio, he talks to 1 or 2 others and then answers your transmission. With this in mind the following occurred. Approach said, 'XXXX slow to 210 KTS.' I said 'call sign blocked.' he said something to someone else and then said 'air carrier (flight number) descend to 6000 ft (I think) and slow to 210.' because of the disjointed manner in which the controller managed his frequency, we figured that was the answer to 'call sign blocked.' later we were switched to the next controller. He eventually asked our speed and I answered '250 KTS.' he said 'you should be at 210 KTS.' I said 'airline's new call sign, slowing to 210 KTS.'

Title: MD88 PIC IS CRITICAL OF APCH CTLR'S COM PROCS WHEN HE IS LATER CHALLENGED ON A SPD DEV BY THE SECOND APCH CTLR AT ATL, GA.

Narrative: THIS APCH CTLR USED THE TECHNIQUE WHEREBY YOU SAY SOMETHING ON THE RADIO, HE TALKS TO 1 OR 2 OTHERS AND THEN ANSWERS YOUR XMISSION. WITH THIS IN MIND THE FOLLOWING OCCURRED. APCH SAID, 'XXXX SLOW TO 210 KTS.' I SAID 'CALL SIGN BLOCKED.' HE SAID SOMETHING TO SOMEONE ELSE AND THEN SAID 'ACR (FLT NUMBER) DSND TO 6000 FT (I THINK) AND SLOW TO 210.' BECAUSE OF THE DISJOINTED MANNER IN WHICH THE CTLR MANAGED HIS FREQ, WE FIGURED THAT WAS THE ANSWER TO 'CALL SIGN BLOCKED.' LATER WE WERE SWITCHED TO THE NEXT CTLR. HE EVENTUALLY ASKED OUR SPD AND I ANSWERED '250 KTS.' HE SAID 'YOU SHOULD BE AT 210 KTS.' I SAID 'AIRLINE'S NEW CALL SIGN, SLOWING TO 210 KTS.'
