Narrative:
Failure of clearance delivery to tie us a proper clearance. Failure of tower to give us a proper clearance. Clearance delivery issued us the following: runway 6L, departure frequency, as filed, squawk code. Tower simply said cleared for takeoff. No headings given, no sids given, no altitudes given. Gross ATC failure. On takeoff we contacted departure control. We were issued the following clearance: turn left direct ottowa, maintain 17000 ft. We started turn at 2000 ft and were immediately asked why we were turning. Controller said he gave us clearance only after reaching 3000 ft. We never heard that. He then asked about our SID. I told him we were not given a SID. He asked about tower instruction. I told him nothing was received from tower. We stopped our turn on north until out of 3000 ft then turned on course.

Narrative: FAILURE OF CLRNC DELIVERY TO TIE US A PROPER CLRNC. FAILURE OF TWR TO GIVE US A PROPER CLRNC. CLRNC DELIVERY ISSUED US THE FOLLOWING: RWY 6L, DEP FREQ, AS FILED, SQUAWK CODE. TWR SIMPLY SAID CLRED FOR TKOF. NO HDGS GIVEN, NO SIDS GIVEN, NO ALTS GIVEN. GROSS ATC FAILURE. ON TKOF WE CONTACTED DEP CTL. WE WERE ISSUED THE FOLLOWING CLRNC: TURN L DIRECT OTTOWA, MAINTAIN 17000 FT. WE STARTED TURN AT 2000 FT AND WERE IMMEDIATELY ASKED WHY WE WERE TURNING. CTLR SAID HE GAVE US CLRNC ONLY AFTER REACHING 3000 FT. WE NEVER HEARD THAT. HE THEN ASKED ABOUT OUR SID. I TOLD HIM WE WERE NOT GIVEN A SID. HE ASKED ABOUT TWR INSTRUCTION. I TOLD HIM NOTHING WAS RECEIVED FROM TWR. WE STOPPED OUR TURN ON N UNTIL OUT OF 3000 FT THEN TURNED ON COURSE.
