Narrative:

Aircraft X was unable to raise me on tower frequency due to a dead spot in the run-up area at runway 9L. A ucr was filed some time ago and military repositioned some antennas to no avail. Callback conversation with reporter revealed the following information: maintenance recently moved the transmission antenna from the control tower to another building (not specified) without substantial improvement. He believes that there is no direct line of site between the antenna and the runway 9L approach end. The reporter did not document this event in the facility operations log, but claims these types of events occur daily.
