Narrative:
While en route from maryland to maine, ZDC handed me off to ZNY. I attempted unsuccessfully to raise ZNY twice then saw an air carrier B737 or B767 coming straight at me. I immediately climbed 500 ft and turned 45 degrees to avoid collision. I was then able to reach ZNY controller #1 and explained my situation and checked on. Controller #2 came on and explained that air carrier was at least 800 ft below me. Controller #1 then cleared me to 13000 ft and then 11000 ft, but before I descended 1000 ft, controller #2 came on and sent me back to 15000 ft, saying they had made a mistake.

Narrative: WHILE ENRTE FROM MARYLAND TO MAINE, ZDC HANDED ME OFF TO ZNY. I ATTEMPTED UNSUCCESSFULLY TO RAISE ZNY TWICE THEN SAW AN ACR B737 OR B767 COMING STRAIGHT AT ME. I IMMEDIATELY CLBED 500 FT AND TURNED 45 DEGS TO AVOID COLLISION. I WAS THEN ABLE TO REACH ZNY CTLR #1 AND EXPLAINED MY SIT AND CHKED ON. CTLR #2 CAME ON AND EXPLAINED THAT ACR WAS AT LEAST 800 FT BELOW ME. CTLR #1 THEN CLRED ME TO 13000 FT AND THEN 11000 FT, BUT BEFORE I DSNDED 1000 FT, CTLR #2 CAME ON AND SENT ME BACK TO 15000 FT, SAYING THEY HAD MADE A MISTAKE.
