Narrative:

Approximately XA35 I called ground controller for taxi as aircraft X. Taxi instructions as follows: 'aircraft X, taxi runway 17L!' I told ground that I was coming out of FBO east. I proceeded to enter taxiway C at intersection C4, then west on taxiway C, toward taxiway a. Abeam intersection C3, ground controller exclaimed (almost yelled) 'aircraft X, you were not authority/authorized onto taxiway C. Exit now (or immediately).' to which I stated 'aircraft X, I did not know that. Missed C3, will have to exit at C2.' ground controller informed me 'ok, taxiway X is under control of the tower.' the rest of the flight proceeded normally. After having studied the government airport diagram, I find no note that refers to taxiway C being tower controled. Neither was there a NOTAM, nor did it say on ATIS. My question is: how am I supposed to know any kind of restrs without any communication to indicate so? Note: the area inside of txwys C and a (northeast quadrant) is all non movement area. The reason I called for taxi clearance is to be able to use active txwys, not non movement areas.

Narrative: APPROX XA35 I CALLED GND CTLR FOR TAXI AS ACFT X. TAXI INSTRUCTIONS AS FOLLOWS: 'ACFT X, TAXI RWY 17L!' I TOLD GND THAT I WAS COMING OUT OF FBO E. I PROCEEDED TO ENTER TXWY C AT INTXN C4, THEN W ON TXWY C, TOWARD TXWY A. ABEAM INTXN C3, GND CTLR EXCLAIMED (ALMOST YELLED) 'ACFT X, YOU WERE NOT AUTH ONTO TXWY C. EXIT NOW (OR IMMEDIATELY).' TO WHICH I STATED 'ACFT X, I DID NOT KNOW THAT. MISSED C3, WILL HAVE TO EXIT AT C2.' GND CTLR INFORMED ME 'OK, TXWY X IS UNDER CTL OF THE TWR.' THE REST OF THE FLT PROCEEDED NORMALLY. AFTER HAVING STUDIED THE GOV ARPT DIAGRAM, I FIND NO NOTE THAT REFERS TO TXWY C BEING TWR CTLED. NEITHER WAS THERE A NOTAM, NOR DID IT SAY ON ATIS. MY QUESTION IS: HOW AM I SUPPOSED TO KNOW ANY KIND OF RESTRS WITHOUT ANY COM TO INDICATE SO? NOTE: THE AREA INSIDE OF TXWYS C AND A (NE QUADRANT) IS ALL NON MOVEMENT AREA. THE REASON I CALLED FOR TAXI CLRNC IS TO BE ABLE TO USE ACTIVE TXWYS, NOT NON MOVEMENT AREAS.
