Narrative:

Traffic was landing and departure runway 24L and 24R. I was cleared to taxi via taxiway P taxiway left for a runway 24R departure. As I neared taxiway south, on taxiway left, I was asked if I was familiar with 'orange transition', I stated I was unfamiliar and would like a progressive taxi instruction. A commuter jet was taxiing out from terminal on 'orange transition' and I was to follow regional jet to runway. I identified rj and followed on taxiway J, to taxiway xj. I was instructed to hold short of runway 24L. I stopped on the hold short line on taxiway xj, but was instructed to continue onto runway 28 and hold short of runway 24L. I proceeded onto runway 28, taxiing toward runway 24L (very short distance)and realizing I was crossing a hold line on runway 28. I immediately stopped as I went over the line. The tower called and said I crossed the hold line and had a landing air carrier airplane go around. I was then cleared to cross runway 24L and into position on runway 24R, for takeoff. Factors: unfamiliar with airport and taxiway transitions. I was expecting to hold short, but not on a runway. Hold short lines on runway 28 are not clearly marked, dark runway surface and line paint was not bright enough to be clearly noticed to someone unfamiliar with hold lines. I did not see any signs identifying runway 24L or the hold line. I was still focused on following rj I had been following. Corrective actions: since I stated I was unfamiliar, I wish the controller would have stated the hold short lines are on runway 28 after turn onto the runway. A side marker and/or brightly colored paint on hold short line would be a definite help. Non-standard hold short lines shown on airport diagrams, would be a benefit to those unfamiliar with airport. A note on the diagram stating runway 28 will be used to taxi to runway 24L and 24R and expect the hold short on runway 28. I would of rather stopped at first hold short line (on taxiway xj) and then cleared to runway 24R, to avoid the confusion with runway 24L being so close and not a typical taxiway type of hold short lines. Callback conversation with reporter revealed the following information: reporter was unable to find the 'coded taxi routes' that are listed on the commercial charts in the DOD FLIP charts. He also stated that the rj he was following took the taxiway just west of taxiway U. He was surprised that the hold short paint that was on the runway was hard to see and was worn and faded. It was hard to see. He suggested that aircraft hold short of runway 28 rather than trying to second guess the hold short markings painted on runway 28.

Title: BE58 PLT HAD RWY INCURSION AT CLE.

Narrative: TFC WAS LNDG AND DEP RWY 24L AND 24R. I WAS CLRED TO TAXI VIA TXWY P TXWY L FOR A RWY 24R DEPARTURE. AS I NEARED TXWY S, ON TXWY L, I WAS ASKED IF I WAS FAMILIAR WITH 'ORANGE TRANSITION', I STATED I WAS UNFAMILIAR AND WOULD LIKE A PROGRESSIVE TAXI INSTRUCTION. A COMMUTER JET WAS TAXIING OUT FROM TERMINAL ON 'ORANGE TRANSITION' AND I WAS TO FOLLOW REGIONAL JET TO RWY. I IDENTIFIED RJ AND FOLLOWED ON TXWY J, TO TXWY XJ. I WAS INSTRUCTED TO HOLD SHORT OF RWY 24L. I STOPPED ON THE HOLD SHORT LINE ON TXWY XJ, BUT WAS INSTRUCTED TO CONTINUE ONTO RWY 28 AND HOLD SHORT OF RWY 24L. I PROCEEDED ONTO RWY 28, TAXIING TOWARD RWY 24L (VERY SHORT DISTANCE)AND REALIZING I WAS CROSSING A HOLD LINE ON RWY 28. I IMMEDIATELY STOPPED AS I WENT OVER THE LINE. THE TWR CALLED AND SAID I CROSSED THE HOLD LINE AND HAD A LNDG ACR AIRPLANE GAR. I WAS THEN CLRED TO CROSS RWY 24L AND INTO POSITION ON RWY 24R, FOR TAKEOFF. FACTORS: UNFAMILIAR WITH ARPT AND TXWY TRANSITIONS. I WAS EXPECTING TO HOLD SHORT, BUT NOT ON A RWY. HOLD SHORT LINES ON RWY 28 ARE NOT CLRLY MARKED, DARK RWY SURFACE AND LINE PAINT WAS NOT BRIGHT ENOUGH TO BE CLRLY NOTICED TO SOMEONE UNFAMILIAR WITH HOLD LINES. I DID NOT SEE ANY SIGNS IDENTIFYING RWY 24L OR THE HOLD LINE. I WAS STILL FOCUSED ON FOLLOWING RJ I HAD BEEN FOLLOWING. CORRECTIVE ACTIONS: SINCE I STATED I WAS UNFAMILIAR, I WISH THE CTLR WOULD HAVE STATED THE HOLD SHORT LINES ARE ON RWY 28 AFTER TURN ONTO THE RWY. A SIDE MARKER AND/OR BRIGHTLY COLORED PAINT ON HOLD SHORT LINE WOULD BE A DEFINITE HELP. NON-STANDARD HOLD SHORT LINES SHOWN ON ARPT DIAGRAMS, WOULD BE A BENEFIT TO THOSE UNFAMILIAR WITH ARPT. A NOTE ON THE DIAGRAM STATING RWY 28 WILL BE USED TO TAXI TO RWY 24L AND 24R AND EXPECT THE HOLD SHORT ON RWY 28. I WOULD OF RATHER STOPPED AT FIRST HOLD SHORT LINE (ON TXWY XJ) AND THEN CLRED TO RWY 24R, TO AVOID THE CONFUSION WITH RWY 24L BEING SO CLOSE AND NOT A TYPICAL TXWY TYPE OF HOLD SHORT LINES. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR WAS UNABLE TO FIND THE 'CODED TAXI ROUTES' THAT ARE LISTED ON THE COMMERCIAL CHARTS IN THE DOD FLIP CHARTS. HE ALSO STATED THAT THE RJ HE WAS FOLLOWING TOOK THE TXWY JUST W OF TXWY U. HE WAS SURPRISED THAT THE HOLD SHORT PAINT THAT WAS ON THE RWY WAS HARD TO SEE AND WAS WORN AND FADED. IT WAS HARD TO SEE. HE SUGGESTED THAT ACFT HOLD SHORT OF RWY 28 RATHER THAN TRYING TO SECOND GUESS THE HOLD SHORT MARKINGS PAINTED ON RWY 28.
