Narrative:
Tpa runway 18R taxiway blocked due to construction. All departures using intersection W6 for takeoff. While holding short, we got (I heard) 'position and hold,' and the first officer read that back. I started moving the aircraft onto the runway as we did the takeoff checklist. Almost immediately, the tower started talking again. Something to the effect that he could not issue a position and hold clearance at an intersection at night and full length available, or something to that effect. I immediately stopped the aircraft just over the hold short line, told the tower we were past it, and asked for a clarification of the clearance. He came back with more verbiage that we had no idea what he was talking about. He then cleared us again onto the runway and then for takeoff. We have been issued 'position and hold' at night many times. We started out with what I thought was a clear clearance to position and hold, but after a min or 2 of tower talking, I came to doubt that was the case. I don't know if we cut out part of his transmission or what. At any rate, we did look for anything on final approach before moving the aircraft and tower did state that we were ok, because he had nothing on final.'

Narrative: TPA RWY 18R TXWY BLOCKED DUE TO CONSTRUCTION. ALL DEPS USING INTXN W6 FOR TKOF. WHILE HOLDING SHORT, WE GOT (I HEARD) 'POS AND HOLD,' AND THE FO READ THAT BACK. I STARTED MOVING THE ACFT ONTO THE RWY AS WE DID THE TKOF CHKLIST. ALMOST IMMEDIATELY, THE TWR STARTED TALKING AGAIN. SOMETHING TO THE EFFECT THAT HE COULD NOT ISSUE A POS AND HOLD CLRNC AT AN INTXN AT NIGHT AND FULL LENGTH AVAILABLE, OR SOMETHING TO THAT EFFECT. I IMMEDIATELY STOPPED THE ACFT JUST OVER THE HOLD SHORT LINE, TOLD THE TWR WE WERE PAST IT, AND ASKED FOR A CLARIFICATION OF THE CLRNC. HE CAME BACK WITH MORE VERBIAGE THAT WE HAD NO IDEA WHAT HE WAS TALKING ABOUT. HE THEN CLRED US AGAIN ONTO THE RWY AND THEN FOR TKOF. WE HAVE BEEN ISSUED 'POS AND HOLD' AT NIGHT MANY TIMES. WE STARTED OUT WITH WHAT I THOUGHT WAS A CLR CLRNC TO POS AND HOLD, BUT AFTER A MIN OR 2 OF TWR TALKING, I CAME TO DOUBT THAT WAS THE CASE. I DON'T KNOW IF WE CUT OUT PART OF HIS XMISSION OR WHAT. AT ANY RATE, WE DID LOOK FOR ANYTHING ON FINAL APCH BEFORE MOVING THE ACFT AND TWR DID STATE THAT WE WERE OK, BECAUSE HE HAD NOTHING ON FINAL.'
