Narrative:
I was in charge of the entire tower and working ground control. I received a flight progress strip from my clearance delivery person. It contained an error in the field for aircraft type. The FAA order 7110.65 clearly says we must use the nomenclature to designate the type of aircraft out of appendices a, B, or C of that order. From working with this person before, I know he considers that to be a 'stupid' order, so I endeavored to make the correction myself so as to be in compliance with FAA order 7110.65. To do this, I needed to use the clearance delivery keyboard. I politely asked him for the use of his keyboard and he refused! I then directed him to allow me to use the keyboard -- remember I was logged on as being in charge of the tower. He still refused and got physical with me, including physically blocking my use of the keyboard. I attempted to reach around him to comply with the 7110.65, but I should not have taken that action. I should have left it to the operations supervisor to step in. The clearance delivery person, just a little while later, also refused to turn off his ringing cellular phone (in the tower) and refused direction to put an advisory of low level windshears on the ATIS. In addition to my direction, the FAA order 7110.65 clearly mandates this inclusion on the ATIS when alerted to the condition by our LLWS equipment, as was the case.

Title: SAV LCL CTLR CHALLENGES OTHER CTLR OVER EQUIP USAGE AND FAA REQUIREMENTS ENDING IN PHYSICAL CONFRONTATION.
