Narrative:

ZOB cleared us from FL230 to FL290. After receiving frequency change and climbing through FL275 the controller asked us to verify our altitude. After approximately 15 seconds we received an RA on TCASII. We increased our rate of climb from approximately 1200 FPM to approximately 2200 FPM. After clearing traffic the controller asked us if we were cleared to FL290 by previous controller. We responded yes. He then said that they were investigating the situation. We think this was the lack of communication between the 2 controllers. Because the captain and I both verified the newly assigned altitude of FL290 and set it in altitude warning indictor.

Title: DC9 FO INCREASES RATE OF CLB IN RESPONSE TO A TCASII RA DURING CLB TO CRUISE ALT. ARTCC CTLR QUESTIONED RPTR'S CLRNC TO THE HIGHER ALT.

Narrative: ZOB CLRED US FROM FL230 TO FL290. AFTER RECEIVING FREQ CHANGE AND CLBING THROUGH FL275 THE CTLR ASKED US TO VERIFY OUR ALT. AFTER APPROX 15 SECONDS WE RECEIVED AN RA ON TCASII. WE INCREASED OUR RATE OF CLB FROM APPROX 1200 FPM TO APPROX 2200 FPM. AFTER CLRING TFC THE CTLR ASKED US IF WE WERE CLRED TO FL290 BY PREVIOUS CTLR. WE RESPONDED YES. HE THEN SAID THAT THEY WERE INVESTIGATING THE SIT. WE THINK THIS WAS THE LACK OF COM BTWN THE 2 CTLRS. BECAUSE THE CAPT AND I BOTH VERIFIED THE NEWLY ASSIGNED ALT OF FL290 AND SET IT IN ALT WARNING INDICTOR.
