Narrative:
Aircraft Y on radar vector for spacing turned on course then issued successive turns heading 140 degrees then heading 180 degrees for aircraft X at FL350. Aircraft Y was descending to FL350. Aircraft Y was reclred to climb to FL370. Soon aircraft Y advised he had TCASII traffic. He then advised he was level at FL360, 1000 ft below his assigned altitude. Loss of separation occurred after aircraft Y leveled at FL360.

Title: ZKC CTLR RECOGNIZES CONFLICT AND ISSUES CTL INSTRUCTIONS TO RETAIN SEPARATION. ACTIONS NOT COMPLETED IN A TIMELY MANNER.
Narrative: ACFT Y ON RADAR VECTOR FOR SPACING TURNED ON COURSE THEN ISSUED SUCCESSIVE TURNS HDG 140 DEGS THEN HDG 180 DEGS FOR ACFT X AT FL350. ACFT Y WAS DSNDING TO FL350. ACFT Y WAS RECLRED TO CLB TO FL370. SOON ACFT Y ADVISED HE HAD TCASII TFC. HE THEN ADVISED HE WAS LEVEL AT FL360, 1000 FT BELOW HIS ASSIGNED ALT. LOSS OF SEPARATION OCCURRED AFTER ACFT Y LEVELED AT FL360.
