Narrative:

TCASII alert. On vector with approach descending to 12000 ft, approach calls us out to a departing aircraft that we are his traffic and report us in sight. He does, and ATC gives him a clearance to climb through our altitude and to maintain separation. He reports us in sight and says he is climbing. Approach gives us direct to bunts. At this time we received TCASII alert followed by 'climb, climb.' we cleared conflict and I proceeded to bunts. Purpose of this report is, I feel ATC gave another aircraft a clearance to maintain adequate separation from us and then I have to comply with a TCASII to climb while given a clearance to descend.

Title: F100 CREW AND CLBING ACFT HAD LESS THAN COMFORTABLE SEPARATION IN PHL CLASS E AIRSPACE.

Narrative: TCASII ALERT. ON VECTOR WITH APCH DSNDING TO 12000 FT, APCH CALLS US OUT TO A DEPARTING ACFT THAT WE ARE HIS TFC AND RPT US IN SIGHT. HE DOES, AND ATC GIVES HIM A CLRNC TO CLB THROUGH OUR ALT AND TO MAINTAIN SEPARATION. HE RPTS US IN SIGHT AND SAYS HE IS CLBING. APCH GIVES US DIRECT TO BUNTS. AT THIS TIME WE RECEIVED TCASII ALERT FOLLOWED BY 'CLB, CLB.' WE CLRED CONFLICT AND I PROCEEDED TO BUNTS. PURPOSE OF THIS RPT IS, I FEEL ATC GAVE ANOTHER ACFT A CLRNC TO MAINTAIN ADEQUATE SEPARATION FROM US AND THEN I HAVE TO COMPLY WITH A TCASII TO CLB WHILE GIVEN A CLRNC TO DSND.
