Narrative:
Flight from las to phx. WX VFR at departure and destination. Fuel load included taxi, destination, reserve, and 1200 pounds extra. During descent to phx near brusr intersection, we were advised that phx was closed due to fire in tower cabin attendant. Were told to expect indefinite holding at brusr. Fuel load didn't allow for holding. We decided best course of action was to declare an emergency and get vectors direct to tus. Could not consult with dispatch due to heavy congestion on dispatch frequency. Landed tus with 2800 pounds of fuel onboard.
