Narrative:
T2 was descending into runway 19L without a clearance. BE20 departing runway 1R was given traffic alert on initial contact. T2 was instructed to proceed wbound on a 270 degree heading using frequency 243.0. No response was observed. BE20 was turned to a 090 degree heading and given a traffic alert. Targets were observed within 500 ft and approximately 1/2 mi. Communication with T2 was established after conflict was resolved.

Title: PLT OF A NAVY T2 TRAINER ENTERS NMM CLASS D AIRSPACE NORDO AND CONFLICTS WITH A BE20 DEPARTING OPPOSITE DIRECTION.
Narrative: T2 WAS DSNDING INTO RWY 19L WITHOUT A CLRNC. BE20 DEPARTING RWY 1R WAS GIVEN TFC ALERT ON INITIAL CONTACT. T2 WAS INSTRUCTED TO PROCEED WBOUND ON A 270 DEG HDG USING FREQ 243.0. NO RESPONSE WAS OBSERVED. BE20 WAS TURNED TO A 090 DEG HDG AND GIVEN A TFC ALERT. TARGETS WERE OBSERVED WITHIN 500 FT AND APPROX 1/2 MI. COM WITH T2 WAS ESTABLISHED AFTER CONFLICT WAS RESOLVED.
