Narrative:

Prior to descending into the nrt area we were informed of extreme crosswind conditions and reduced visibility due to blowing sand. On approach, the aircraft in front of us blew a tire on landing, closing the airport. Vectors to hnd were requested. Approaching hnd, we were informed that nrt had reopened. As we were vectored back to nrt (abeam nrt) we began to be vectored into holding with our sequence (#12), potentially causing us to burn below reserve plus alternate. I asked to be given priority due to this being our second attempt to land nrt. I was informed that I would need to declare an emergency. Given the extreme WX conditions and all other factors, I elected to declare emergency fuel. We were immediately vectored to a normal landing at nrt arriving at the gate with 16.8 on fuel.

Title: A B777 PIC DECLARED AN EMER FOR FUEL REMAINING AFTER BEING DENIED PRIORITY HANDLING BY RJTJ APCH AT RJAA, FO.

Narrative: PRIOR TO DSNDING INTO THE NRT AREA WE WERE INFORMED OF EXTREME XWIND CONDITIONS AND REDUCED VISIBILITY DUE TO BLOWING SAND. ON APCH, THE ACFT IN FRONT OF US BLEW A TIRE ON LNDG, CLOSING THE ARPT. VECTORS TO HND WERE REQUESTED. APCHING HND, WE WERE INFORMED THAT NRT HAD REOPENED. AS WE WERE VECTORED BACK TO NRT (ABEAM NRT) WE BEGAN TO BE VECTORED INTO HOLDING WITH OUR SEQUENCE (#12), POTENTIALLY CAUSING US TO BURN BELOW RESERVE PLUS ALTERNATE. I ASKED TO BE GIVEN PRIORITY DUE TO THIS BEING OUR SECOND ATTEMPT TO LAND NRT. I WAS INFORMED THAT I WOULD NEED TO DECLARE AN EMER. GIVEN THE EXTREME WX CONDITIONS AND ALL OTHER FACTORS, I ELECTED TO DECLARE EMER FUEL. WE WERE IMMEDIATELY VECTORED TO A NORMAL LNDG AT NRT ARRIVING AT THE GATE WITH 16.8 ON FUEL.
