Narrative:

The problem arose during climb out. Fire protection 'loop a' for engine #2 illuminated without fire warning. 'Loop B' would not test during abnormal procedure checklist. During abnormal procedure when 'loop a' selected fire warning with bell sounded. After completing engine fire checklist including firing both bottles, fire warning lights were still illuminated. I declared an emergency and requested to land at lax with crash fire rescue equipment to standby. We asked for clearance to dump fuel (48000 pounds) and descend to a lower altitude. During the descent the #1 flight attendant was advised we would be making an emergency landing and evacuate/evacuation at lax. We were cleared for a civit ii profile descent with expected 25L ILS approach with side step to 25R. A two engine approach and landing was made on runway 25L with evacuate/evacuation accomplished on taxiway 42G. I made the decision to land at lax as the most suitable airport as it appeared to be as safe as a landing at palm springs or ontario, considering time to dump fuel, surrounding terrain a very steep approach, and possibly requiring a 360 degree turn which would have involved more time. I made the decision to evacuate because the fire warning lights for the #2 engine were still illuminated and it appeared to be the safest course of action. There were no serious injuries. An altitude incursion may have occurred when descending to FL240. Supplemental information from acn 183896. I was designated to fly aircraft while captain and flight engineer performed checklist. While descending to lax, and while still charged with flying the aircraft, I allowed aircraft to climb 400 ft. Flight attendant #1 was instructed to prepare for landing and evacuate/evacuation. Flight attendants had 20 mins to prepare. Supplemental information from acn 183980. It took 3 different attempts to contact the company dispatch office. Maintenance and operations were advised on the first contact that we had a fire warning and were returning to lax. We finished the fuel dump then proceeded with the emergency landing and landing checklists. The landing was smooth at 345OOO pounds. The captain parked the aircraft on a left hand high speed turn off and the entire passengers and crew evacuated the aircraft, using the escape chutes.

DURING THE DSCNT THE #1 FLT ATTENDANT WAS ADVISED WE WOULD BE MAKING AN EMER LNDG AND EVAC AT LAX. WE WERE CLRED FOR A CIVIT II PROFILE DSCNT WITH EXPECTED 25L ILS APCH WITH SIDE STEP TO 25R. A TWO ENG APCH AND LNDG WAS MADE ON RWY 25L WITH EVAC ACCOMPLISHED ON TAXIWAY 42G. I MADE THE DECISION TO LAND AT LAX AS THE MOST SUITABLE ARPT AS IT APPEARED TO BE AS SAFE AS A LNDG AT PALM SPRINGS OR ONTARIO, CONSIDERING TIME TO DUMP FUEL, SURROUNDING TERRAIN A VERY STEEP APCH, AND POSSIBLY REQUIRING A 360 DEG TURN WHICH WOULD HAVE INVOLVED MORE TIME. I MADE THE DECISION TO EVACUATE BECAUSE THE FIRE WARNING LIGHTS FOR THE #2 ENG WERE STILL ILLUMINATED AND IT APPEARED TO BE THE SAFEST COURSE OF ACTION. THERE WERE NO SERIOUS INJURIES.
