Narrative:
While in a vectored holding pattern while we were performing a system 'a' hydraulic failure procedure (we had declared an emergency) ATC advised us of traffic approaching from our right at 500 ft above us, type unknown. Visual contact was made close in, aircraft passed above on our right side. TCASII RA occurred to monitor descent. We were then given 180 degree turn and as we rolled out, a second TCASII RA occurred 'monitor descent' and then indicated climb. Aircraft was finally observed on our left descending, going under us. We were level at 4000 ft MSL during both RA's. We were not sure if it was the same aircraft both time or separate events.

Title: B727 FLC RESPONDS TO TCASII RA WHILE PERFORMING AN EMER PROC.
Narrative: WHILE IN A VECTORED HOLDING PATTERN WHILE WE WERE PERFORMING A SYSTEM 'A' HYD FAILURE PROC (WE HAD DECLARED AN EMER) ATC ADVISED US OF TFC APCHING FROM OUR R AT 500 FT ABOVE US, TYPE UNKNOWN. VISUAL CONTACT WAS MADE CLOSE IN, ACFT PASSED ABOVE ON OUR R SIDE. TCASII RA OCCURRED TO MONITOR DSCNT. WE WERE THEN GIVEN 180 DEG TURN AND AS WE ROLLED OUT, A SECOND TCASII RA OCCURRED 'MONITOR DSCNT' AND THEN INDICATED CLB. ACFT WAS FINALLY OBSERVED ON OUR L DSNDING, GOING UNDER US. WE WERE LEVEL AT 4000 FT MSL DURING BOTH RA'S. WE WERE NOT SURE IF IT WAS THE SAME ACFT BOTH TIME OR SEPARATE EVENTS.
