Narrative:

I was conducting instrument flight training in VFR conditions. We were practicing the VOR/DME runway 22 IAP (instrument approach procedure) to rdm. The tower told us to report a 5 mi final. At the 5 mi point, the radio traffic on tower frequency precluded getting the report in. When the tower called asking our position, my student replied 3 mi. I corrected him saying we were 3-4 mi from the airport. I felt like we made the report as close as possible to 5 mi, considering the radio traffic on the local frequency. When we landed, the tower asked for a phone call regarding possible pilot deviation.

I FELT LIKE WE MADE THE RPT AS CLOSE AS POSSIBLE TO 5 MI, CONSIDERING THE RADIO TFC ON THE LCL FREQ. WHEN WE LANDED, THE TWR ASKED FOR A PHONE CALL REGARDING POSSIBLE PLT DEV.
