Narrative:
At teb, was cleared for takeoff runway 19 and dalton departure. We maintained runway heading till 800 ft MSL then turned to a heading of 280 degrees. At 2.2 DME off of teb VOR and 1300 ft MSL, was told by departure control on 119.2 to maintain 1300 ft and VFR. Approaching 3 DME, we informed departure that we were starting a right turn to 'remain within 4 DME from the teb VOR.' at 320 degree heading, was told to climb to 6000 ft, which was immediately followed by a second voice telling us to turn to 260 degree heading and maintain 1300 ft. We complied. Then we were cleared to 6000 ft on a radar vector. At this point we were told that on the dalton departure their interpretation was to make the turn within 4 DME. We confirmed the exact verbiage. Suggestion: dalton departure, teterboro, nj, navigation chart dated nov/fri/00 should specifically state that 'turn should be completed within 4 DME of teb and maintain heading of 280 degrees' if in fact that is what is expected. The way it currently is written 'remain within 4 DME from teb VOR' makes 4 DME a clearance limit.

Title: C750 CREW REQUESTED THE DALTON DEP AT TEB WHICH IS BOTH A VFR AND IFR DEP. A STUDENT DEP CTLR GAVE THE CREW A CLRNC WHICH WAS COUNTERMANDED BY THE INSTRUCTOR DEP CTLR.
Narrative: AT TEB, WAS CLRED FOR TKOF RWY 19 AND DALTON DEP. WE MAINTAINED RWY HDG TILL 800 FT MSL THEN TURNED TO A HDG OF 280 DEGS.
