Narrative:
Practice TACAN low approach to cll runway 10. Missed approach instruction, climbing right turn to 160 degrees. Runway 16 and runway 10 were both duty runways. Executing climb out, 1 mi from departure end of runway 10, approximately 1500 ft MSL, right turn to 160 degrees, about 20 degrees into the turn, the traffic was seen at right 1 O'clock moving to 12 O'clock due to speed differences. T-39, wing leveled, and power reduced to insure separation. Controller tower and other aircraft pilot never saw conflict, or decided to ignore conflict. Busy sunday afternoon, dual two runway operations, tower control, ground control and clearance delivery sounded very much like same person. Student PNF, in right seat of T-39 with his head buried. T-39 TCASII working, so apparently, piper was not squawking. -- What we are doing to correct the situation. -- Require student to stay heads out in traffic areas. -- Increase safety margin by staying at slower airspds in high traffic areas. -- Thoroughly brief conflict avoidance.

Narrative: PRACTICE TACAN LOW APCH TO CLL RWY 10. MISSED APCH INSTRUCTION, CLBING R TURN TO 160 DEGS. RWY 16 AND RWY 10 WERE BOTH DUTY RWYS. EXECUTING CLBOUT, 1 MI FROM DEP END OF RWY 10, APPROX 1500 FT MSL, R TURN TO 160 DEGS, ABOUT 20 DEGS INTO THE TURN, THE TFC WAS SEEN AT R 1 O'CLOCK MOVING TO 12 O'CLOCK DUE TO SPD DIFFERENCES.
