Narrative:
I was captain on XXX jfk-stt on mar/xa/02. Everything was normal until we had descended to 2200 ft for the ILS to runway 10 at stt. We got a pop-up TCASII target at 1 O'clock and 3 mi. We were in IMC at the time. At almost the same time, sju announced to us the traffic -- a C172 at 2200 ft, co-altitude, in the WX in front of us and 3 NM away. We descended VFR conditions at 1700 ft, advised sju that we were doing so and then proceeded to make a normal landing. What bothers me most is the lack of warning given us on traffic that was quite clearly IFR.

Title: B757 FLC DSNDED IN RESPONSE TO TCASII RA DURING AN ILS APCH. TWR ISSUED A TA OF A C172 3 MI AHEAD. BOTH ACFT WERE IN IMC.

WE WERE IN IMC AT THE TIME. AT ALMOST THE SAME TIME, SJU ANNOUNCED TO US THE TFC -- A C172 AT 2200 FT, CO-ALT, IN THE WX IN FRONT OF US AND 3 NM AWAY. WE DSNDED VFR CONDITIONS AT 1700 FT, ADVISED SJU THAT WE WERE DOING SO AND THEN PROCEEDED TO MAKE A NORMAL LNDG. WHAT BOTHERS ME MOST IS THE LACK OF WARNING GIVEN US ON TFC THAT WAS QUITE CLRLY IFR.
