The military was working in philadelphia combat air patrol. This combat air patrol is rarely used and it made it difficult to get ewr arrival aircraft under this combat air patrol due to airspace limitations.

Title: ZDC CTLR HAD A LOSS OF SEPARATION WHEN A DSNDING B757 DID NOT CLR AIRSPACE IN USE BY A COMBAT AIR PATROL F16.
Narrative: THE MIL WAS WORKING IN PHILADELPHIA COMBAT AIR PATROL. THIS COMBAT AIR PATROL IS RARELY USED AND IT MADE IT DIFFICULT TO GET EWR ARR ACFT UNDER THIS COMBAT AIR PATROL DUE TO AIRSPACE LIMITATIONS.
