Narrative:
ATC facility: sangster approach, mbj. Location: mbj approach. On approach ILS/DME to runway 7 at mbj in visual conditions, control cleared us for the approach. We interpreted the approach clearance and procedures to mean that we could descend to the FAF altitude of 1900 ft and we began a descent to that altitude, instead of the 3000 ft restr until omaxi. Passing through 3000 ft, approach control called and asked us to report the altitude we were descending to. We reported descending to 1900 ft and reported field in sight. They then switched us to tower for a visual approach. Language was a factor in this event. We had to ask for nearly every transmission to be repeated and misunderstood one of them.
Original NASA ASRS Text
Title: ALT EXCURSION AFTER A B757 FLC IS CLRED FOR AN ILS APCH IN VMC N OF MKJS, FO.
Narrative: ATC FACILITY: SANGSTER APCH, MBJ. LOCATION: MBJ APCH. ON APCH ILS/DME TO RWY 7 AT MBJ IN VISUAL CONDITIONS, CTL CLRED US FOR THE APCH. WE INTERPED THE APCH CLRNC AND PROCS TO MEAN THAT WE COULD DSND TO THE FAF ALT OF 1900 FT AND WE BEGAN A DSCNT TO THAT ALT, INSTEAD OF THE 3000 FT RESTR UNTIL OMAXI. PASSING THROUGH 3000 FT, APCH CTL CALLED AND ASKED US TO RPT THE ALT WE WERE DSNDING TO. WE RPTED DSNDING TO 1900 FT AND RPTED FIELD IN SIGHT. THEY THEN SWITCHED US TO TWR FOR A VISUAL APCH. LANGUAGE WAS A FACTOR IN THIS EVENT. WE HAD TO ASK FOR NEARLY EVERY XMISSION TO BE REPEATED AND MISUNDERSTOOD ONE OF THEM.
