Narrative:

Llwsa +10 KT at 300 ft AGL on takeoff. Wind 250 degrees at 7 KTS. Takeoff on runway 16R to wagge intersection on reno 2 SID. Flight attendants had come in 2 hours prior and said it was very rough to moderate turbulence. I briefed flight attendants and passenger to remain seated due to anticipated turbulence. Takeoff and flap retraction at 5400 ft MSL, no windshear and light turbulence. About 5500 ft MSL, experienced moderate turbulence which progressed to severe passing 6500 ft MSL. Approximately 8000 ft MSL, we got an abrupt increasing shear and airspeed increased almost instantly to 280 KIAS from 250 KIAS. I was over 5500 FPM. Severe turbulence quit approximately 10000 ft MSL (base of clouds). Light turbulence about 15000 ft MSL and above (tops of clouds). No injuries. Aircraft written up for severe turbulence inspection -- results unknown. Observation -- moderate turbulence on approach to runway 16L/right will probably result in severe turbulence on takeoff from runway 16L/right due to flying down a valley below the tops of the mountains. Maybe takeoffs should be prohibited under these conditions!
