Narrative:
Nrt new runway changeover problems. Nrt opened runways 16L/34R on 04/wed/02 at XA00Z. The new arrival and departure procedures published by commercial charts were effective at that time. There were several problems with this cut-over. First the FMS database did not update until XA00Z on 04/thu/02. This meant that crews departing the conus on 04/wed/02, did not have the proper arrs in the FMS upon arrival at nrt. The new ones were substantially different than the old. Also the ZZZ crew that departed on 04/tue/02, did not have the commercial chart revision dated 04/fri/02, yet. I luckily had picked one up on 04/thu/02 at the flight academy and I don't know why it takes so long for ZZZ to get them out to everyone else. The old plates did not match the new departure procedures. Also company performance computer had not updated for our departure. The takeoff performance settings we got would only come up with runways 16/34 not runways 16R/34L that we needed. I was able to confirm with dispatch that we had the proper information for runway 16R but he could not get the computer to show runway 16R. This was a problem because the FMS database would only accept runway 16R. When we asked for a new takeoff performance setting, it would not send one because company performance computer was not updated. All in all this was a sorry excuse for a changeover with many changes to arrs and departures that were not readily available to the crews flying the jets. There has to be better coordination between FAA and japanese aviation auths so our crews are not left out there hanging. Also air carrier X commuters were not up to speed for the cut-over and the revisions at ZZZ are woefully late getting in our boxes. Callback conversation with reporter revealed the following information: virtually every crew in the area was having trouble. Intersection names were retained but their location was changed, holding was in progress when the crew arrived. The controller was so overwhelmed that crews were providing their own ATC control using TCASII. Some aircraft were going to the old intersection location and others to the new one. The company flight safety department reported that japan did not plan the changeover to coincide with the FMC revision cycle. This is not the first time this has happened.

Title: B777-200 CREW FOUND THE FMC DATABASE WAS NOT UPDATED TO REFLECT THE OPENING OF A NEW RWY AT RJAA. THE COMPANY SUPPLIED COMMERCIAL CHARTS WERE NOT AVAILABLE EITHER.

I WAS ABLE TO CONFIRM WITH DISPATCH THAT WE HAD THE PROPER INFO FOR RWY 16R BUT HE COULD NOT GET THE COMPUTER TO SHOW RWY 16R. THIS WAS A PROB BECAUSE THE FMS DATABASE WOULD ONLY ACCEPT RWY 16R. WHEN WE ASKED FOR A NEW TKOF PERFORMANCE SETTING, IT WOULD NOT SEND ONE BECAUSE COMPANY PERFORMANCE COMPUTER WAS NOT UPDATED. ALL IN ALL THIS WAS A SORRY EXCUSE FOR A CHANGEOVER WITH MANY CHANGES TO ARRS AND DEPS THAT WERE NOT READILY AVAILABLE TO THE CREWS FLYING THE JETS. THERE HAS TO BE BETTER COORD BTWN FAA AND JAPANESE AVIATION AUTHS SO OUR CREWS ARE NOT LEFT OUT THERE HANGING. ALSO ACR X COMMUTERS WERE NOT UP TO SPD FOR THE CUT-OVER AND THE REVISIONS AT ZZZ ARE WOEFULLY LATE GETTING IN OUR BOXES. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: VIRTUALLY EVERY CREW IN THE AREA WAS HAVING TROUBLE. INTXN NAMES WERE RETAINED BUT THEIR LOCATION WAS CHANGED, HOLDING WAS IN PROGRESS WHEN THE CREW ARRIVED. THE CTLR WAS SO OVERWHELMED THAT CREWS WERE PROVIDING THEIR OWN ATC CTL USING TCASII. SOME ACFT WERE GOING TO THE OLD INTXN LOCATION AND OTHERS TO THE NEW ONE. THE COMPANY FLT SAFETY DEPT RPTED THAT JAPAN DID NOT PLAN THE CHANGEOVER TO COINCIDE WITH THE FMC REVISION CYCLE. THIS IS NOT THE FIRST TIME THIS HAS HAPPENED.
