Narrative:

Departed with 11000 pounds in the center tank. Due to WX en route, we had been rerted 3 times already. We were talking to ZOB about the 4TH routing and had maps all over the cockpit getting out the direct frequency for dispatch to check WX on the 2 new rtes and the flight attendants in the back were calling complaining about the ride and asking about it all at the same time. We were saturated and the center tank fuel went all the way down to 100 when I saw the tank pump lights start to blink. I knew when we were departing this would be a problem as we normally don't have any in it. Had put the checklist out as I normally do to tell me something is out of place, but we just got too busy at the time it was coming up.
