Narrative:
Departing state college, PA, first officer got clearance, direct rashe intersection. There is a sign for noise abatement fly a heading and climb to 2600 ft before turning on course. We departed, flew the heading, checked in with center, and they replied radar contact, our heading was 200 degrees and kept climbing (our course was 090 degrees). We did not have an RNAV and could not go on course to rashe. I expected to get a direct clearance, and did not think to turn on course. We just flew the 200 degree heading. At about 6000 ft, I asked for a turn and was informed that we were cleared direct already, and were causing a safety hazard by not doing so. We were on his radar going the wrong way, and center said nothing until I asked. This is safe? Because of the on air chastening, we just coupled with the turn to the newly cleared VOR (ravine) and flew on. I did not get into an argument, and did not advise that we did not have an RNAV system.

Title: AFTER TKOF, A DHC8 ACR OFF UNV STAYED ON A 200 DEG HDG FOR NOISE ABATEMENT UNTIL 6000 FT WITHOUT ANY INSTRUCTION FROM THE CTLR TO PROCEED ON COURSE.
Narrative: DEPARTING STATE COLLEGE, PA, FO GOT CLRNC, DIRECT RASHE INTXN. THERE IS A SIGN FOR NOISE ABATEMENT FLY A HDG AND CLB TO 2600 FT BEFORE TURNING ON COURSE. WE DEPARTED, FLEW THE HDG, CHKED IN WITH CTR, AND THEY REPLIED RADAR CONTACT, OUR HDG WAS 200 DEGS AND KEPT CLBING (OUR COURSE WAS 090 DEGS). WE DID NOT HAVE AN RNAV AND COULD NOT GO ON COURSE TO RASHE. I EXPECTED TO GET A DIRECT CLRNC, AND DID NOT THINK TO TURN ON COURSE. WE JUST FLEW THE 200 DEG HDG. AT ABOUT 6000 FT, I ASKED FOR A TURN AND WAS INFORMED THAT WE WERE CLRED DIRECT ALREADY, AND WERE CAUSING A SAFETY HAZARD BY NOT DOING SO.
