Narrative:

We were holding short of runway 19L at iad monitoring the tower frequency. The captain and I both thought we heard 'flight X, position and hold runway 19L.' I read back that clearance, the captain started to taxi and we started the final items checklist. The tower then told us to hold short of the runway. The tower informed us that we had taken the clearance for another pilot and when I read it back, they replied 'negative.' neither the captain nor I ever heard the 'negative.' it may have been blocked by other aircraft. I told the tower that we were about 10 ft past the hold short line. The other aircraft had not started to taxi and was still behind his hold short line at an intersection further down the runway. After confirming this, the tower cleared us for takeoff. The similar sound and flight number in both call signs probably led to the confusion. An FAA air safety inspector on the headset in the jump seat agreed and didn't sense anything wrong until the hold short call. Good job by the tower noticing that we were moving after not hearing the 'negative' call.

Title: TXWY INCURSION BY AN ACR B767 WHEN THE FO ACCEPTS A CLRNC MEANT FOR ANOTHER FLT AT IAD, VA.

Narrative: WE WERE HOLDING SHORT OF RWY 19L AT IAD MONITORING THE TWR FREQ. THE CAPT AND I BOTH THOUGHT WE HEARD 'FLT X, POS AND HOLD RWY 19L.' I READ BACK THAT CLRNC, THE CAPT STARTED TO TAXI AND WE STARTED THE FINAL ITEMS CHKLIST. THE TWR THEN TOLD US TO HOLD SHORT OF THE RWY. THE TWR INFORMED US THAT WE HAD TAKEN THE CLRNC FOR ANOTHER PLT AND WHEN I READ IT BACK, THEY REPLIED 'NEGATIVE.' NEITHER THE CAPT NOR I EVER HEARD THE 'NEGATIVE.' IT MAY HAVE BEEN BLOCKED BY OTHER ACFT. I TOLD THE TWR THAT WE WERE ABOUT 10 FT PAST THE HOLD SHORT LINE. THE OTHER ACFT HAD NOT STARTED TO TAXI AND WAS STILL BEHIND HIS HOLD SHORT LINE AT AN INTXN FURTHER DOWN THE RWY. AFTER CONFIRMING THIS, THE TWR CLRED US FOR TKOF. THE SIMILAR SOUND AND FLT NUMBER IN BOTH CALL SIGNS PROBABLY LED TO THE CONFUSION. AN FAA AIR SAFETY INSPECTOR ON THE HEADSET IN THE JUMP SEAT AGREED AND DIDN'T SENSE ANYTHING WRONG UNTIL THE HOLD SHORT CALL. GOOD JOB BY THE TWR NOTICING THAT WE WERE MOVING AFTER NOT HEARING THE 'NEGATIVE' CALL.
