Narrative:
Runway 32 chosen for departure, cessna aircraft reported downwind for runway 14. I was ready for takeoff, so I announced departure on runway 32. Aircraft was in sight at all times and I advised other aircraft that I was going to maintain separation with him and to continue normal approach. Takeoff roll initiated. Other aircraft then started a tight left turn for base and final. The other aircraft approach was much tighter and closer in than normal. When we were airborne the other aircraft was on short final. I initiated right turn to avoid aircraft. Separation was never in question because aircraft was in sight at all times. But we came unnecessarily close due to his early turning, and apparent desire to 'show' me that he had right-of-way. The calm wind preferred runway is 32 and instead of trying to adjust to the situation, this pilot apparently chose to create a conflict where it could have been avoided. A constructive and positive attitude go a long way to neutralize errors or imperfect technique or judgement.

Title: CONFLICT BTWN AN MU2B TAKING OFF AND A C210 LNDG AT IPL NON TWR ARPT.
Narrative: RWY 32 CHOSEN FOR DEP, CESSNA ACFT RPTED DOWNWIND FOR RWY 14. I WAS READY FOR TKOF, SO I ANNOUNCED DEP ON RWY 32. ACFT WAS IN SIGHT AT ALL TIMES AND I ADVISED OTHER ACFT THAT I WAS GOING TO MAINTAIN SEPARATION WITH HIM AND TO CONTINUE NORMAL APCH. TKOF ROLL INITIATED. OTHER ACFT THEN STARTED A TIGHT L TURN FOR BASE AND FINAL. THE OTHER ACFT APCH WAS MUCH TIGHTER AND CLOSER IN THAN NORMAL. WHEN WE WERE AIRBORNE THE OTHER ACFT WAS ON SHORT FINAL. I INITIATED R TURN TO AVOID ACFT. SEPARATION WAS NEVER IN QUESTION BECAUSE ACFT WAS IN SIGHT AT ALL TIMES. BUT WE CAME UNNECESSARILY CLOSE DUE TO HIS EARLY TURNING, AND APPARENT DESIRE TO 'SHOW' ME THAT HE HAD RIGHT-OF-WAY. THE CALM WIND PREFERRED RWY IS 32 AND INSTEAD OF TRYING TO ADJUST TO THE SIT, THIS PLT APPARENTLY CHOSE TO CREATE A CONFLICT WHERE IT COULD HAVE BEEN AVOIDED.
