Narrative:

I was receiving information during position relief briefing. Local was busy issuing traffic alert to an aircraft on the edge of airspace. Local cleared boeing for takeoff while arrival had not exited runway. Cabin coordinator alerted local just before amass alerted. Local canceled takeoff clearance (today the system worked very well). A contributing factor may have been that the boeing could not see the learjet because of the slope of the runway. Another contributing factor may have been the learjet not hearing an aircraft cleared for takeoff on the runway that they still occupied and not questioned the local controller.
