Narrative:
Erroneous fire fail messages while in terminal area after landing, jet pipe overheat message posted twice. Passenger evacuated without incident or injury. Callback conversation with reporter revealed the following information: the reporter stated the cause of this incident was poor maintenance and inexperience as all the good mechanics have left. The reporter said one fire loop on the left engine was deferred for not testing per the MEL but the special procedures were not satisfied. The reporter stated the remaining loop had a long history of no test and false warnings and could not meet the minimum equipment special procedures requirements. The reporter said when the fire warning light and bell came on during taxi the engine was shutdown and the light went out but after a short delay the light and bell came on again. The reporter stated the decision was made to evacuate the airplane. The reporter said no injuries were incurred.

Title: A CANADAIR CL65 ON TAXI AFTER LNDG DECLARED AN EMER AND EVACUATED THE ACFT DUE TO LEFT ENG FIRE WARNING.
Narrative: ERRONEOUS FIRE FAIL MESSAGES WHILE IN TERMINAL AREA AFTER LNDG, JET PIPE OVERHEAT MSG POSTED TWICE. PAX EVACUATED WITHOUT INCIDENT OR INJURY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE CAUSE OF THIS INCIDENT WAS POOR MAINT AND INEXPERIENCE AS ALL THE GOOD MECHANICS HAVE LEFT. THE RPTR SAID ONE FIRE LOOP ON THE LEFT ENG WAS DEFERRED FOR NOT TESTING PER THE MEL BUT THE SPECIAL PROCEDURES WERE NOT SATISFIED. THE RPTR STATED THE REMAINING LOOP HAD A LONG HISTORY OF NO TEST AND FALSE WARNINGS AND COULD NOT MEET THE MINIMUM EQUIP SPECIAL PROCEDURES REQUIREMENTS. THE RPTR SAID WHEN THE FIRE WARNING LIGHT AND BELL CAME ON DURING TAXI THE ENG WAS SHUTDOWN AND THE LIGHT WENT OUT BUT AFTER A SHORT DELAY THE LIGHT AND BELL CAME ON AGAIN. THE RPTR STATED THE DECISION WAS MADE TO EVACUATE THE AIRPLANE. THE RPTR SAID NO INJURIES WERE INCURRED.
