Narrative:
As I was pulling up to the hold line for runway 28R, I contacted tower for takeoff clearance. The tower informed me to 'hold short of the runway, waiting for release.' I repeated the clearance. After a short wait tower gave me pre-departure instructions to turn left to 250 degrees, do not exceed 170 knots in climb out. As I repeated the clearance I started rolling across the hold line onto the displaced threshold of runway 28R. There is approximately 3600 ft for landing and 4600 ft for departure on runway 28R. I realized I had not been cleared for takeoff and stopped halfway on and halfway off the runway as a single engine plane landed over me well past the displaced threshold. I called tower and asked if I was cleared for takeoff? Tower said 'no he had not.' then tower cleared me for takeoff. My mistake was in assuming I was cleared for takeoff when tower gave me departure instructions. I need to listen carefully and verify all instructions given before reacting.

Title: CESSNA 550 CAPT BELIEVED THAT HE WAS CLRED FOR TKOF AND TAXIED ONTO THE RWY AFTER RECEIVING PREDEP CLRNC CAUSING ANOTHER ACFT ON SHORT FINAL TO LAND OVER THE TOP OF RPTR.

I REALIZED I HAD NOT BEEN CLRED FOR TAKEOFF AND STOPPED HALFWAY ON AND HALFWAY OFF THE RWY AS A SINGLE ENGINE PLANE LANDED OVER ME WELL PAST THE DISPLACED THRESHOLD. I CALLED TWR AND ASKED IF I WAS CLRED FOR TAKEOFF? TWR SAID 'NO HE HAD NOT.' THEN TWR CLRED ME FOR TAKEOFF. MY MISTAKE WAS IN ASSUMING I WAS CLRED FOR TAKEOFF WHEN TWR GAVE ME DEP INSTRUCTIONS.
