Narrative:
Upon reaching the williamsburg bridge en route to jrb heliport via the throgs neck route, we were told by the controller to squawk 1200. It is our understanding, due to the tfr, this airspace is owned by ewr and standard procedure has always been a handoff to ewr. Our first complaint was the lateness in which the controller cleared us from the airspace which was right at the edge of the tfr. When queried about no handoff, controller became rude and belligerent. If this were a 1-TIME occurrence I wouldn't be reporting this, but this particular controller is constantly a problem. In addition to this continual rudeness, controller usually requires numerous calls by the crew to either get a response in the first place or to understand our routing requests. Being told to squawk 1200 right at the edge of the tfr when standard practice has always been a handoff to ewr is totally unacceptable.

Title: PART 135 SIKORSKY FLT ON A HELI RTE TO DOWNTOWN MANHATTAN WALL STREET HELIPORT RECEIVED LATE HDOF BY A RUDE AND DIFFICULT TWR CTLR NEAR A TFR.
Narrative: UPON REACHING THE WILLIAMSBURG BRIDGE ENRTE TO JRB HELIPORT VIA THE THROGS NECK RTE, WE WERE TOLD BY THE CTLR TO SQUAWK 1200. IT IS OUR UNDERSTANDING, DUE TO THE TFR, THIS AIRSPACE IS OWNED BY EWR AND STANDARD PROC HAS ALWAYS BEEN A HDOF TO EWR. OUR FIRST COMPLAINT WAS THE LATENESS IN WHICH THE CTLR CLRED US FROM THE AIRSPACE WHICH WAS RIGHT AT THE EDGE OF THE TFR. WHEN QUERIED ABOUT NO HDOF, CTLR BECAME RUDE AND BELLIGERENT. IF THIS WERE A 1-TIME OCCURRENCE I WOULDN'T BE RPTING THIS, BUT THIS PARTICULAR CTLR IS CONSTANTLY A PROB. IN ADDITION TO THIS CONTINUAL RUDENESS, CTLR USUALLY REQUIRES NUMEROUS CALLS BY THE CREW TO EITHER GET A RESPONSE IN THE FIRST PLACE OR TO UNDERSTAND OUR ROUTING REQUESTS.
