Narrative:
On may/sat/02 around XB00 local ZJX tmu failed once again to take the appropriate action to ensure a safe and orderly flow of traffic through sector 66. Around XA15 local the east area supervisor was informed that both main and standby frequencys for R66 and R65 were unusable. In addition to these equipment problems a pre-existing and developing line of WX was boarding the sector. Finally after cpc pleaded and begged the east area supervisor to take appropriate action, tmu agreed to put in place 15 miles in trail at altitude for the sector. At around XB00 local, 3 aircraft coming from ZDC going to atl were all within 20 mi of each other. The cpc's in the area checked their boards for spacing requirements to atl, none were posted. The cpc's asked the supervisor if there was any in trail out for atl, they replied that there were none. After all 3 aircraft were accepted by R66 the ZJX tmu called and told the supervisor that we needed to provide ZTL with 20 mit on these 3 aircraft. This is a typical response from the ZJX tmu, they constantly fail to take appropriate action to protect the sectors at ZJX. R66 had lost both sets of their primary radios. They were on a back up system that was marginal thus increasing the workload. There was a line of developing WX boarding the sector. ZJX should of insisted that ZDC provide the appropriate in trail for R66 or should have notified ZTL that the in trail was not going to be provided. They should not have increased the workload of R66.

Title: ZJX ARTCC RADAR CTLR BELIEVES THE FACILITY TFC MGMT UNIT (TMU) DID NOT APPROPRIATELY ADJUST TFC FLOWS THROUGH A PART OF ZJX AIRSPACE.
Narrative: ON MAY/SAT/02 AROUND XB00 LCL ZJX TMU FAILED ONCE AGAIN TO TAKE THE APPROPRIATE ACTION TO ENSURE A SAFE AND ORDERLY FLOW OF TFC THROUGH SECTOR 66. AROUND XA15 LCL THE E AREA SUPVR WAS INFORMED THAT BOTH MAIN AND STANDBY FREQS FOR R66 AND R65 WERE UNUSABLE. THIS IS A TYPICAL RESPONSE FROM THE ZJX TMU, THEY CONSTANTLY FAIL TO TAKE APPROPRIATE ACTION TO PROTECT THE SECTORS AT ZJX. R66 HAD LOST BOTH SETS OF THEIR PRIMARY RADIOS. THEY WERE ON A BACK UP SYS THAT WAS MARGINAL THUS INCREASING THE WORKLOAD. THERE WAS A LINE OF DEVELOPING WX BOARDING THE SECTOR. ZJX SHOULD OF INSISTED THAT ZDC PROVIDE THE APPROPRIATE IN TRAIL FOR R66 OR SHOULD HAVE NOTIFIED ZTL THAT THE IN TRAIL WAS NOT GOING TO BE PROVIDED. THEY SHOULD NOT HAVE INCREASED THE WORKLOAD OF R66.
