Narrative:

Latches on right side cowling (engine) indicated closed and locked on preflight. However, opened after takeoff -- returned to airport and resecured cowling. Re-released and continued on flight XXX. Cowl remained closed which would indicate that even though latches indicate visually that they are engaged, additional checks are necessary to confirm engagement. Other tests were employed, ie, banging on the cowling. However, this procedure did not work either because latches were in the proper position but not engaging the latch mechanism.

Title: A JETSTREAM 4100 IN CLB AT 1000 FT DIVERTED DUE TO R ENG COWLING COMING OPEN. ON GND FOUND LATCHES CAN BE FALSE LATCHED WITH NO INDICATION.

Narrative: LATCHES ON R SIDE COWLING (ENG) INDICATED CLOSED AND LOCKED ON PREFLT. HOWEVER, OPENED AFTER TKOF -- RETURNED TO ARPT AND RESECURED COWLING. RE-RELEASED AND CONTINUED ON FLT XXX. COWL REMAINED CLOSED WHICH WOULD INDICATE THAT EVEN THOUGH LATCHES INDICATE VISUALLY THAT THEY ARE ENGAGED, ADDITIONAL CHKS ARE NECESSARY TO CONFIRM ENGAGEMENT. OTHER TESTS WERE EMPLOYED, IE, BANGING ON THE COWLING. HOWEVER, THIS PROC DID NOT WORK EITHER BECAUSE LATCHES WERE IN THE PROPER POS BUT NOT ENGAGING THE LATCH MECHANISM.
