Narrative:
En route from page, az, to brackett, ca (poc) at 12000 ft MSL with 2 passenger, entire electrical system went dead. Directional gyro is also electrical. Made a 180 degree turn in VFR conditions to return to page, az. Conditions were VMC, I was IFR with ZDV. I then pulled out my portable transmitter and contacted ZDV. Told them I was returning to page with full electrical failure. They asked if I wanted to declare an emergency and I declined, stayed with denver until 10 mi from airport. I then contacted unicom at page, announced my intentions and asked for visual verification of my gear down. Received several reports on my gear and made an uneventful landing at page. I then contacted prescott FSS and asked them to relay a message to ZDV that I was safely on the ground.

Title: RETURN LAND MANDATED WHEN THE PLT OF A PA32R LOSES HIS ELECTRICAL SYS AFTER DEP IFR FROM PGE, AZ.
Narrative: ENRTE FROM PAGE, AZ, TO BRACKETT, CA (POC) AT 12000 FT MSL WITH 2 PAX, ENTIRE ELECTRICAL SYS WENT DEAD. DIRECTIONAL GYRO IS ALSO ELECTRICAL. MADE A 180 DEG TURN IN VFR CONDITIONS TO RETURN TO PAGE, AZ. CONDITIONS WERE VMC, I WAS IFR WITH ZDV. I THEN PULLED OUT MY PORTABLE XMITTER AND CONTACTED ZDV. TOLD THEM I WAS RETURNING TO PAGE WITH FULL ELECTRICAL FAILURE. THEY ASKED IF I WANTED TO DECLARE AN EMER AND I DECLINED, STAYED WITH DENVER UNTIL 10 MI FROM ARPT. I THEN CONTACTED UNICOM AT PAGE, ANNOUNCED MY INTENTIONS AND ASKED FOR VISUAL VERIFICATION OF MY GEAR DOWN. RECEIVED SEVERAL RPTS ON MY GEAR AND MADE AN UNEVENTFUL LNDG AT PAGE. I THEN CONTACTED PRESCOTT FSS AND ASKED THEM TO RELAY A MESSAGE TO ZDV THAT I WAS SAFELY ON THE GND.
