Narrative:

On terminating flight abcd may/wed/02, crew informed me that first officer's electric altimeter 'inhg' set knob was stuck. Due to manpower shortage from accessible maintenance I sent part only from ZZZ1. Maintenance removed and replaced first officer's electric altimeter indicator and operations checked per maintenance manual ok. I failed to downgrade the aircraft to CAT I from CAT IIIA due to contract maintenance not qualified CAT IIIA personnel. I do understand that all altimeters are CAT IIIA sensitive, but in this event failed to downgrade aircraft.
