Narrative:

While inbound to the bed airport from iad, the bed ATIS said runway 29 was in use. Bos approach told us to expect the visual approach to runway 29. We had the bed airport in sight about 15 mi out and so bos approach cleared us for the visual approach to runway 29. We contacted the bed tower and told them we were flying the visual for runway 29. Bed tower told us we were cleared to land behind the beech sierra. We read back that we were cleared to land behind the sierra. We continued on the right downwind looking for the sierra. Abeam the touchdown point for runway 29, I still did not have the sierra in sight, so we asked the tower where the sierra was. They said he was on a 1/2 mi final. At that point we started our right base for runway 29. The tower then told us we had flown through the final and to turn and rejoin the final for runway 23. We told him that we were landing on runway 29. At about that time we flew right over a piper tomahawk that was going in the opposite direction. The tower told us to continue for runway 29 but there were men and equipment on the runway and he would try to get them off. We were descending on the right base for runway 29 when I saw another piper tomahawk heading towards us, he was above and to our right. We started a left descending turn to give more distance from the tomahawk. The tower then told us to go around because he was not able to clear the runway in time. We made a left turn and joined the left downwind for runway 23. A phone call to the bedford tower supervisor confirmed that the controller had used improper radio procedures. He was very sorry that this incident had occurred.

BED TWR TOLD US WE WERE CLRED TO LAND BEHIND THE BEECH SIERRA. WE READ BACK THAT WE WERE CLRED TO LAND BEHIND THE SIERRA. WE CONTINUED ON THE R DOWNWIND LOOKING FOR THE SIERRA. ABEAM THE TOUCHDOWN POINT FOR RWY 29, I STILL DID NOT HAVE THE SIERRA IN SIGHT, SO WE ASKED THE TWR WHERE THE SIERRA WAS. THEY SAID HE WAS ON A 1/2 MI FINAL. AT THAT POINT WE STARTED OUR R BASE FOR RWY 29. THE TWR THEN TOLD US WE HAD FLOWN THROUGH THE FINAL AND TO TURN AND REJOIN THE FINAL FOR RWY 23. WE TOLD HIM THAT WE WERE LNDG ON RWY 29. AT ABOUT THAT TIME WE FLEW RIGHT OVER A PIPER TOMAHAWK THAT WAS GOING IN THE OPPOSITE DIRECTION. THE TWR TOLD US TO CONTINUE FOR RWY 29 BUT THERE WERE MEN AND EQUIP ON THE RWY AND HE WOULD TRY TO GET THEM OFF. WE WERE DSNDING ON THE R BASE FOR RWY 29 WHEN I SAW ANOTHER PIPER TOMAHAWK HEADING TOWARDS US, HE WAS ABOVE AND TO OUR R. WE STARTED A L DSNDING TURN TO GIVE MORE DISTANCE FROM THE TOMAHAWK. THE TWR THEN TOLD US TO GO AROUND BECAUSE HE WAS NOT ABLE TO CLR THE RWY IN TIME. WE MADE A L TURN AND JOINED THE L DOWNWIND FOR RWY 23. A PHONE CALL TO THE BEDFORD TWR SUPVR CONFIRMED THAT THE CTLR HAD USED IMPROPER RADIO PROCS. HE WAS VERY SORRY THAT THIS INCIDENT HAD OCCURRED.
