Narrative:

Reported WX at destination airport, kfok, reported 10 SM, 2400 broken, winds 080/16g22. The crew planned an ILS to runway 24 and circle to runway 6. Upon contact with approach, we were asked what approach we intended to use. I advised ILS 24 with circle to runway 6. Control advised that the ILS had not been in operation for 2 yrs. I had a current commercial approach plate in front of me. We then chose the NDB 24 with a circle to runway 6, which raised the minimums. Actual ceilings at arrival were 700 ft AGL. If they had been any lower we would not have made it in. How can there be a current approach chart to an airport with no equipment for the approach? Especially for 2 yrs? This situation seemed to be common knowledge to the FBO staff as well. Callback conversation with reporter revealed the following information: an officer from the air national guard revealed that the ILS to runway 24 is inoperative, and has been for approximately two yrs. A new ILS is being installed and is expected to be operation by summer's end. Responsibility for the installation and maintenance of the ILS lies with the U. South. Air national guard.

Title: A C560 CREW, ARRIVING KFOK, UPON REQUESTING AN ILS APCH TO RWY 24, WERE INFORMED THE ILS WAS CURRENTLY AND HAD BEEN INOP FOR APPROX TWO YRS.

UPON CONTACT WITH APCH, WE WERE ASKED WHAT APCH WE INTENDED TO USE. I ADVISED ILS 24 WITH CIRCLE TO RWY 6. CTL ADVISED THAT THE ILS HAD NOT BEEN IN OP FOR 2 YRS. I HAD A CURRENT COMMERCIAL APCH PLATE IN FRONT OF ME. WE THEN CHOSE THE NDB 24 WITH A CIRCLE TO RWY 6, WHICH RAISED THE MINIMUMS. ACTUAL CEILINGS AT ARR WERE 700 FT AGL. IF THEY HAD BEEN ANY LOWER WE WOULD NOT HAVE MADE IT IN. HOW CAN THERE BE A CURRENT APCH CHART TO AN ARPT WITH NO EQUIP FOR THE APCH? ESPECIALLY FOR 2 YRS? THIS SIT SEEMED TO BE COMMON KNOWLEDGE TO THE FBO STAFF AS WELL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: AN OFFICER FROM THE AIR NATIONAL GUARD REVEALED THAT THE ILS TO RWY 24 IS INOP, AND HAS BEEN FOR APPROX TWO YRS. A NEW ILS IS BEING INSTALLED AND IS EXPECTED TO BE OP BY SUMMER'S END. RESPONSIBILITY FOR THE INSTALLATION AND MAINT OF THE ILS LIES WITH THE U. S. AIR NATIONAL GUARD.
