Narrative:
I was riding jump seat in a hawker 1000. We were on the visual approach to runway 25 at tol. As per company sops, we were following the ILS in. About 5 mi out, we had a localizer failure on #2 FMS. It came back and failed again. After landing, we took a crew car into town for lunch. As we left the airport, we saw 2 police cars parked alongside the road near the airport boundary, possibly in the ILS critical area. Tol control tower has been advised and are checking to see if the ILS critical area extends that far. However, if the police were using radar guns, could that have interfered with the avionics? No one else had reported problems with the localizer and our equipment worked fine upon arriving back at bdl. Callback conversation with reporter revealed the following information: a conversation with the reporter revealed little more insight into the event, except to say the aircraft involved has had no further, ILS/localizer problems. Supplemental information: a system support center, (ssc) manager for tol, revealed that the 'ILS critical area' is well within the airport boundary and that ILS/localizer reliability should not be affected by activity conducted on the roadways adjacent to the airport.

Title: AS OBSERVED BY A COCKPIT JUMP SEATER, AN H25C CREW WHILE ON AN APCH TO TOL, EXPERIENCED AN ILS LOC FAILURE.
Narrative: I WAS RIDING JUMP SEAT IN A HAWKER 1000. WE WERE ON THE VISUAL APCH TO RWY 25 AT TOL. AS PER COMPANY SOPS, WE WERE FOLLOWING THE ILS IN. ABOUT 5 MI OUT, WE HAD A LOC FAILURE ON #2 FMS. IT CAME BACK AND FAILED AGAIN. AFTER LNDG, WE TOOK A CREW CAR INTO TOWN FOR LUNCH. AS WE LEFT THE ARPT, WE SAW 2 POLICE CARS PARKED ALONGSIDE THE ROAD NEAR THE ARPT BOUNDARY, POSSIBLY IN THE ILS CRITICAL AREA. TOL CTL TWR HAS BEEN ADVISED AND ARE CHKING TO SEE IF THE ILS CRITICAL AREA EXTENDS THAT FAR. HOWEVER, IF THE POLICE WERE USING RADAR GUNS, COULD THAT HAVE INTERFERED WITH THE AVIONICS? NO ONE ELSE HAD RPTED PROBS WITH THE LOC AND OUR EQUIP WORKED FINE UPON ARRIVING BACK AT BDL.
