Narrative:
This was my first trip to this airport in 10 yrs. The ramp where I parked put me less than 400 ft from the numbers on runway 11. The hold short lines are faint and non standard in size. I was frustrated and embarrassed to have left without the necessary, low altitude chart. I received my IFR and taxi clearance from ground control, 'taxi to runway 11.' I was there already because of the proximity of the ramp and where I had parked. I started to taxi for take off. The tower advised I was on the active runway without a takeoff clearance. I was shocked and surprised. There was no conflict, I apologized, received a takeoff clearance and departed. Callback conversation with reporter revealed the following information: a 'pakn' tower specialist revealed that the ramp/taxiway area adjacent to the approach end of runway 11 exhibits a ramp line to differentiate the ramp from the runway. A non standard hold short line, along with sign, is displayed approximately 1/4 the distance of taxiway a, as you depart the ramp. The non standard status of the hold line is notamed as, 'hold line painted surfaces are non standard.'

Title: A PA31 PLT, TAXIING FOR TKOF AT PAKN, TAXIED ONTO THE DEP RWY WITHOUT A CLRNC.
Narrative: THIS WAS MY FIRST TRIP TO THIS ARPT IN 10 YRS. THE RAMP WHERE I PARKED PUT ME LESS THAN 400 FT FROM THE NUMBERS ON RWY 11. THE HOLD SHORT LINES ARE FAINT AND NON STANDARD IN SIZE. I WAS FRUSTRATED AND EMBARRASSED TO HAVE LEFT WITHOUT THE NECESSARY, LOW ALT CHART. I RECEIVED MY IFR AND TAXI CLRNC FROM GND CTL, 'TAXI TO RWY 11.' I WAS THERE ALREADY BECAUSE OF THE PROX OF THE RAMP AND WHERE I HAD PARKED. I STARTED TO TAXI FOR TAKE OFF. THE TWR ADVISED I WAS ON THE ACTIVE RWY WITHOUT A TKOF CLRNC. I WAS SHOCKED AND SURPRISED. THERE WAS NO CONFLICT, I APOLOGIZED, RECEIVED A TKOF CLRNC AND DEPARTED.
